The Reserve Bank of India (RBI) has proposed a major reform in the way banks, NBFCs and other regulated lenders determine interest rates on loans.

On 12 August 2026, RBI released draft Interest Rates on Loans and Advances Directions, 2026, aimed at bringing greater transparency, consistency and fairness to the pricing of fixed and floating-rate loans.

Why Is RBI Changing the Loan Pricing Framework?

Currently, different categories of lenders follow different regulatory frameworks for determining lending rates.

The proposed RBI framework seeks to harmonise these practices across regulated lenders and establish clearer principles for determining:

  • Loan benchmark rates
  • Spread over the benchmark
  • Credit Risk Premium (CRP)
  • Fixed and floating interest rates
  • Interest calculation
  • Reset of floating interest rates

Major Change for Floating-Rate Home Loans

One of the most important proposals concerns the spread charged over the benchmark interest rate.

For floating-rate loans, certain components of the spread other than the Credit Risk Premium would generally not be revised for at least three years from the first disbursement or the last revision, as applicable.

However, lenders may be permitted to reduce such components earlier for genuine customer-retention purposes, subject to appropriate and non-discriminatory policies.

Why Is This Important?

A home loan interest rate can broadly be understood as:

Benchmark Rate + Spread = Effective Home Loan Interest Rate

Greater discipline around the spread could provide borrowers with better transparency regarding how their final lending rate is determined.

Better Protection for Existing Borrowers

The proposed framework could also help address concerns where existing borrowers continue at comparatively higher pricing while lenders offer more attractive rates to new customers.

Greater consistency in spread determination may make loan pricing more transparent for both new and existing borrowers.

What Should Home Loan Borrowers Do?

Home loan customers should regularly review:

Current Interest Rate → Outstanding Loan → Remaining Tenure → Available Bank Rates → Balance Transfer Savings

If your existing home loan carries a significantly higher interest rate than prevailing offers, a Home Loan Balance Transfer may still provide substantial savings, subject to applicable costs and eligibility.

The RBI proposals are currently in draft form and are open for stakeholder comments. They should not be treated as final regulations until RBI issues the final directions.
